on the rear cylinder head are three locating dowels,the smallest dowel has a pin hole at one end and larger hole at other,my question is does the pin hole face up towards camshaft or down towards crankcase,and why.

It is an oil feed gallery restrictor to stop too much oil going to the top end and as such doesn't matter which way it goes.
