Crank Case Breather

My '76 860 GT breaths heavy from oil vent/crank case breather.
I've cleaned the baffles a couple of times, currently running 50 grade oil.
The original oil filler cap is fitted with a dip stick, however, a couple of mechanics have recommended I fill the oil to the lower level of the filler inlet plug hole as the dip stick is notoriously inaccurate.
Would a lower oil level solve the breather problem and how should I measure it?
